Financing the UN System – Why is multilateral quality funding important?

The Foundation, together with the UN Multi-Partner Trust Fund Office (MPTFO), the UN Development Coordination Office (DCO) and The Federal Ministry for Economic Cooperation and Development (BMZ) will be hosting a side event at the 4th International Conference on Financing for Development (FFD4) in Sevilla the 30 June.

Abstract

The recent dramatic decrease in the funding for development from a number of OECD Member States, as well as the possibility of further decline in funding provided for the UN development system, creates a highly alarming tendency that endangers the provision of vital development and humanitarian aid.

At this event, four perspectives on quality funding will be presented. The participants will be provided with the latest available data on UN financing and key lessons learned from the implementation of UN Funding Compact. The discussion will further explore ways to improve the availability and quality of funding for development and provide an opportunity to discuss issues on UN financing raised by the audience.

About the speakers


 

Peter Linnér, Programme Director at the Dag Hammarskjöld Foundation

Mr. Linnér has 23 years of work experience in international development, peacebuilding and humanitarian affairs with a strong emphasis on the humanitarian, development and peace nexus. He offers insights from multiple perspectives whilst understanding and pursuing the need for a holistic and integrated approach. In addition, he brings extensive experience in the areas of complex project management, analysis, knowledge management and leadership.

Peter spent nine years working in various positions in the United Nations system and have about 15 years combined in the Swedish International Development Cooperation Agency (Sida) and the Swedish Ministry of Foreign Affairs. He has worked at headquarters and country level duty stations as well as a donor country official and Member State representative.

 

Mr. Alain Noudéhou, Executive Coordinator for the UN Multi Partner Trust Fund Office

Before assuming his current role, Mr. Noudéhou served as Deputy Special Representative of the UN Secretary- General in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and UN Resident Coordinator and Humanitarian Cordinator in Mali. From 2017 to 2021, Alain was the Deputy Special Representative of the UN Secretary-General in the United Nations Mission in South Sudan (UNMISS), and Resident Coordinator and Humanitarian Coordinator in South Sudan. Earlier in his career, Alain was Chief of Staff of the United Nations Development Programme (UNDP) in New York (2016-2017). He also served as Resident Coordinator and UNDP Resident Representative in China (2014-2016) and in Zimbabwe (2010-2014), where he was also Humanitarian Coordinator.

 

Ms. Marijana Markotić Andrić, Programme Manager at the Dag Hammarskjöld Foundation

Ms. Markotić Andrić work focusses on strengthening the financing of the United Nations Development System and promote more effective, transparent, and sustainable multilateral funding models. She brings more than thirteen years of experience working with peace and development issues with the United Nations Development Programme in areas of justice and security, and crisis prevention and recovery in South-East Europe and South and Central Asia regions. She holds a Master of Science in Peace and Conflict Research studies from the Department of Peace and Conflict Research at Uppsala University, Sweden as well as a master’s degree in Disaster Risk Reduction Studies.

 

Rita Columbia, UN Resident Coordinator, North Macedonia

Rita Columbia brings 20 years of experience in international development, humanitarian, and management. Prior, she served as the UN Population Fund (UNFPA) Representative in Iraq, as well as UNFPA Representative in Moldova, Country Directorfor Albania and as part of the UNFPA Regional Office for Eastern Europe and Central Asia’s Senior Management team. Ms. Columbia holds a master’s degree in Non-Profit and Health Management from New York University, master’s degree in Public Administration from Kazakhstan Institute of Management, Economy and Prognosis and a medical degree from Kazakhstan National Medical University.

 


Ms. Martina Metz, Director for development economics and development banks, Acting Director General Multilateral development policy, transformation at the Federal Ministry for Economic Cooperation and Development (BMZ)

Ms Metz is an economist and has extensive experience in development policy. At the BMZ she has been in charge of different thematic and institutional topics, including in the context of the International Financial Institutions, the European Union and the United Nations. She has headed divisions responsible for governance, democracy, human rights, gender policies, health, and development cooperation principles. Ms Metz was responsible for setting up a division for development effectiveness, quality standards, transparency and knowledge transfer at the Ministry. 

Before joining the Ministry she worked at UN headquarters and for Germany’s technical cooperation agency.

 

Dr. Raden Siliwanti,  Minister’s Expert Staff for Funding Innovation at the Indonesian Ministry of National Development Planning/Bappenas

Dr. Siliwanti is a seasoned public policy expert with over three decades of experience in national development planning, international cooperation, governance reform, and public sector financing. Over the course of her distinguished career at Bappenas, she has held strategic leadership roles including Director for Multilateral and Bilateral Funding, Director for State Apparatus, and Director for Politics and Communications. She has also played a pivotal role in advancing key initiatives such as Open Government Indonesia. Holding academic credentials from Universitas Indonesia and the University of Pittsburgh, Dr. Siliwanti brings a unique blend of deep policy insight, international engagement, and strategic planning expertise to her work.
